James T. Harrington presents over four decades of experience as a practicing environmental lawyer. He served with the prestigious law firm of McGuire Woods LLP. Chicago, Illinois, and was a partner with the Chicago law firms of Ross Hardies and Rooks, Pitts and Poust. James Harrington has represented major U.S. manufacturing companies in state and federal enforcement action and litigated at the trial and appellate levels. He has an extensive background in federal, state and local regulatory development and judicial review with an emphasis on air pollution and state implementation plans, federal effluent guidelines, pretreatment standards, and state regulatory development. A major portion of his time has been spent counseling and representing clients on air, water, and solid and hazardous waste regulations and compliance issues. James Harrington was responsible for major judicial and administrative litigation involving issues of groundwater contamination, hazardous and toxic air releases and alleged violations of air, water and solid and hazardous waste regulatory requirements.

He has expressed the impact of environmental regulations upon corporate valuation, real estate and operational transactions to legislatures, rule making agencies and the courts. He assisted various industries and industrial groups in developing state and federal regulations regarding air, water and groundwater remediation and has counseled on all aspects of environmental law, compliance and permitting policy and strategy.

Throughout his career James Harrington has represented major United States industries including: Iron and Steel, Petroleum Refining, Chemicals, Aluminum, Foundries, Electrical Generation – coal-fired and waste to energy, Plastics, Paint, Metals, Coating and General Manufacturing. Within the Illinois steel industry Jim Harrington has represented; U.S. Steel, Republic Steel Company, LTV Steel Company, Acme Steel Company, Northwestern Steel & Wire Company, Laclede Steel Company, Granite City Steel Company, Sterling Steel Company and the Illinois Steel Group( a consortium of all Illinois steel producers). He represented the American Iron and Steel Institute in challenging and negotiating pretreatment standards. Clients within the petroleum industry included: Conoco Phillips Petroleum, Marathon Petroleum, Mobil Oil, Standard Oil of Indiana, Union Oil and the Shell Oil Company. Within the Chemical, Paint and Plastics industry he worked with the Monsanto Company, Ashland Chemical Company, Mobil Chemical, Borg Warner Plastics, GE Plastics and the Sherwin-Williams Company. In heavy industry he represented Caterpillar, the International Truck and Engine Corporation and Navistar, among others.

He was named one of the “Best Lawyers in America,” Woodward/White, Inc. 2007-2008 and listed in “The International Who’s Who of Environmental Lawyers”. James T. Harrington received his law degree from Notre Dame University on 1967, where served on the Board of Editors for the Notre Dame Law Review, Notre Dame Lawyer. He served as Past President of the ‘Mid-American Legal Foundation of Chicago and Past Chairman of the Illinois Safety Council along with numerous professional affiliations. He writes and lectures on issues of environmental law and is Adjunct Professor at the Illinois Institute of Technology in the Stuart School of Business, Masters in Environmental Management Program and is Chairman of the Program Advisory Board. James Harrington also serves as Adjunct Professor of Environmental Law at Loyola Law School in Chicago, Illinois..

An acknowledged expert in the areas of environmental remediation and pollution prevention; Dr McGinnis presents a distinguished career of accomplishment that spans service to business, government and academia. He was full Professor at the School of Forestry and Wood Science at Michigan Technological University and served as Associate Vice President for Graduate Studies, Research, and International Education at Illinois State University. He taught courses in environmental subjects and ISO 14000.

A prolific scholar; Dr McGinnis is the author or co-author of numerous research articles and presentations dealing with the chemical composition and reactions of material and waste management. He was selected as the United States Member of the International Energy Agency and has testified before the United States Congress and the U.S. Environmental Protection Agency concerning hazardous waste treatment and disposal. Dr McGinnis has organized national conferences on Biomass Conversion, Thermal Pyrolysis of Biomass, High-Performance Liquid Chromatography of Carbohydrates and Land Treatment of Wood Preserving Waste.

He was a member of the Bioremediation Action Committee-U.S.EPA and has represented industry as an expert witness in both federal and state court. At Illinois State University, he developed a lobbying program in Washington D.C. and has extensive experience working with the United States Congress and federal agencies. He consulted on environmental issues with the government of South Africa and the Latin American governments of Argentina, Columbia and Brazil. His work in Asia includes several joint projects with universities in Japan and Thailand and the government of Thailand. Gary McGinnis received his Ph.D. in Chemistry from the University of Montana.

A recognized international authority on transportation, supply chain management and Public Private Partnerships; Dr Pagano acted as a consultant to the Panama Canal Commission concerning “Pricing” for shipping through the Panama Canal and served as Technical Advisor regarding a “Transportation Cost Study” to the Republic of Peru. He has experience in the People’s Republic of China serving as Technical Advisor to a Trade Mission to Harbin, Heilongjiang Province and delivered a series of lectures to Chinese government officials concerning U.S. Government structure, the market system and attracting private investments. He lectured managers of the Bank of Beijing concerning “Understanding the United States Political, Economic, Social and Regulatory Systems”.

Dr Pagano served as Executive Director of the Metropolitan Transportation Association, an organization of private sector transit operators in the Chicago area that promotes the use of public-private partnerships. He writes and lectures on Public-Private Partnerships.

Dr Pagano is the author of over 150 business articles, technical reports, and papers presented at professional meetings. He served as Project Director or Project Manager of over 30 separate research and consulting projects and is the coauthor of The External Environment of Business: Political Economic, Social and Regulatory, Stipes Publishing Co. Champaign, Illinois, 1997. He was principal investigator of the Midwest Regional University Transportation Center project, Best Practices For Linking Strategic Planning To Resource Allocation And Implementation Decisions Using Elements Of A Transportation Asset Management Program, a study that examined the departments of transportation from all 50 States’ and identified relationships between cutting edge asset management and efficacious strategic planning.

He served as President of the Transportation Research Forum, the oldest professional transportation organization in the United States and was co-founder and Co-General Editor of the internationally recognized Journal of the Transportation Research Forum. Dr Pagano currently serves as Director of the Center for Supply Chain Management and Logistics and Associate Professor of Management at the University of Illinois at Chicago. He has taught in the University of Illinois’ Chinese Master in Business Administration program and currently teaches courses in transportation management, economics and public policy, international business and logistics. Dr Pagano also served as Adjunct Professor of Management and Strategy, J.L. Kellogg Graduate School of Management, Northwestern University, Chicago. Anthony Pagano received his Ph.D. in Economics from Pennsylvania State University.

A representative of business and public interests to state and federal governments for over three decades; Bernard H. Sieracki presents a professional career grounded in the practice of the American government process. His experience includes serving as a State Associate Director for the American Petroleum Institute and as Midwest Vice President for Government Affairs of the Waste Management/Chemical Waste Management Corporation.

After serving in private industry Dr Sieracki formed Business Government Relations, a private practice government relations firm located in Illinois. His experience has enabled an expanded focus upon regulation and legislation concerning energy, manufacturing and transportation and; environmental issues concerning agriculture, chemical manufacturing and waste disposal. He serves on numerous industry and government boards and commissions and was a member of the Illinois Transportation Study Commission, a commission that developed the Regional Transportation Authority, the regional public transit administrative unit for the six county Chicago Metropolitan Area.

His experience includes representing business interests to legislatures and regulatory agencies in eight Midwestern states, to the United States Congress and to federal regulatory agencies and departments. He has procured public and private grants for major Illinois universities and testified numerous times before legislative committees and agencies. He acts as media spokesperson for major industries concerning legislative or regulatory initiatives and represents industry positions on radio and television news and information programs. Bernard Sieracki was a national spokesman for the American Petroleum Institute during times of oil shortages.

He was Adjunct Professor in the Department of Political Science at Illinois State University and at the University of Illinois teaching courses in state and city government. He currently teaches public administration and courses dealing with regulation in the Chinese Master of Public Administration Program, at the Illinois Institute of Technology, Chicago, and writes on regulation and political culture. He received his Ph.D. in Public Administration from the University of Illinois, Chicago.
